The merger in 2017 of two key Government departments: The Department of Energy and Climate Change [DECC] and The Department for Business, Innovation and Skills [BIS], saw the creation of a single entity: The Department for Business, Energy & Industrial Strategy [BEIS]. Despite the merger, finance and HR services remained divided across two Shared Service providers and subsequently, Step5’s expertise was required.
Following the development of The Department for Business, Energy & Industrial Strategy [BEIS], to maximise efficiencies and as a stepping stone to a larger transformation programme the decision was made to transfer all staff to a single Shared Service provider, bringing the new department’s HR, Finance, Procurement and Payroll on to one platform.
Conflicting service priorities prevented this work from progressing until a new BEIS team was put in place early last year. With its extensive experience in Central Government, and a reputation for hands-on Project Management, Step5 was asked to provide Programme Management with the necessary Payroll and Oracle migration experience to smooth out the transition process. Step5 worked with the BEIS team and GIAA auditors to revise the governance structure and establish speed and quality of delivery as primary delivery benchmarks.
Following a three-month engagement, the transition was delivered on time and within 3% of budget, with GIAA Audit noting a marked improvement in governance and structure within the programme.
